What are The Financial Assistance Programs and Grants available for residents of Quebec?

Residents of Quebec can tap into two programs: the Quebec Rénoclimat Program and the Canada Greener Homes Grant (recently ended).

Rénoclimat Program

Managed by the provincial government, the Rénoclimat Program, initiated as of March 31, 2018, empowers homeowners to replace old, inefficient windows and doors with new, energy-efficient alternatives.

The Canada Greener Homes Grant

On February 5, 2024, The federal government announced that it is ending the Canada Greener Homes Grant (CGHG) early. See the Natural Resources Canada press release for more information.

In Québec, this grant is accessed through the Rénoclimat program. Participants in Québec will have until February 19, 2024, to complete a pre-work energy evaluation. New applications to the Canada Greener Homes Grant will not be accepted after that date. At present, there is very limited short-term availability for energy evaluation appointments; applications will be processed, but the chances of receiving an appointment before the federal grant ends are very low.

The Rénoclimat program remains in effect, and will continue to offer all provincial financial assistance even after the federal grant ends.

The Canada Greener Homes Loan will continue and applications are still open. You must have completed your pre-work energy evaluation to apply for the loan. It is important to not start the renovations before you apply. The Greener Homes loan is an interest-free loan of up to $40,000.00 with a ten-year repayment term.  Learn more about the Canada Greener Homes Loan here.

How much money am I eligible to receive for a windows and doors replacement project ?

Rénoclimat Program

With the Rénoclimat Program, you are eligible to receive $60 per existing rough opening for Energy Star rated windows, patio doors and exterior doors.

For example, a bay window composed of a group of three windows will qualify only for one amount of $60, since the windows are installed in the same rough opening. Also note that if you choose to only replace a window pane or frame, or a door without the frame, this does not qualify for financial assistance.

What types of windows, patio doors and exterior doors qualify ?

The short answer is : Energy Star Certified products qualify.

ENERGY STAR CERTIFIED WINDOWS AND DOORS

To qualify as Energy Star Certified, windows, sliding glass doors (patio doors) and hinged doors (with or without sidelites or transoms) must meet the following values :

· A U-factor of 1.22 W/m2K (0.21 Btu/h·ft.2·°F) or lower

OR

· An Energy Rating (ER) of 34 or higher

The U-factor measures the amount of heat loss through windows, with a lower rating being more efficient. In contrast, the Energy Rating (ER) rating measures how well windows block out radiant heat from entering your home.

Insights & Recommendations

Double or Triple Pane Glass?

85% of your window is glass. Therefore it’s normal to spend some time throughout your project journey comparing glass options, ER ratings, and other factors.

For most projects, an Energy Star Certified double-pane glass window strikes an excellent balance between energy efficiency and cost-to-comfort ratio. Consider your project's specific needs, since the added expense of triple glass may not always translate into proportional energy savings.

For instance, triple-pane glass can be beneficial when you incorporate grills inside your window panes for aesthetic reasons. This is particularly relevant because grill insertions tend to weaken the efficiency of windows.

Certification and Comparison

All manufacturers undergo the same Energy Star certification process. To ensure an apples-to-apples comparison, check the ER rating and U-Factor of each window. The Energy Star information should be clearly visible on your estimate, providing transparency in your decision-making process.

The Crucial Role of Installation : Looking Beyond the Product

The energy efficiency and longevity of your Energy Star windows and doors heavily depend on expert installation. Ensuring you have a team of skilled professionals for the installation process is paramount to ensure that these energy-efficient upgrades perform optimally, providing lasting benefits for your home.  When selecting a company, thoroughly investigate and inquire about the individuals responsible for your installation. Ensuring experienced craftsmen for your installation will safeguard your investment, ensuring that you reap the full advantages of these high-quality, top performing products.

Start The Process Early

Initiating the grant application process well in advance is advised, as several steps and waiting periods for specific actions must be completed before undertaking your windows and doors replacement project.

How does the application process works?

To qualify for the Rénoclimat program, you must apply for a pre-work energy evaluation of your home before undertaking any work, then complete the renovations and ask for a post-work energy evaluation.

STEP 6: NRCan WILL CONTACT YOU

NRCan will contact you and you will need to send all requested documents

STEP 1: REGISTER FOR THE RÉNOCLIMAT PROGRAM

Call 1-866-266-0008 to register or you can register by filling in the web application form. When your application is received, a Rénoclimat energy advisor authorized in your region will contact you to agree on the date and time of your first appointment. All of the energy evaluations offered by the program Rénoclimat are free.

STEP 2: PRE-WORK ENERGY EVALUATION OF YOUR HOME

A Rénoclimat energy advisor will come to your home to carry out a pre-work energy evaluation of your home. Discuss your energy efficiency renovation plans with the advisor. Your advisor will calculate the EnerGuide rating of your home and send you an evaluation report containing energy efficiency recommendations. Note that the Rénoclimat program provides you with free energy evaluations of your home before and after the work is carried out.

STEP 3: CARRY OUT THE WORK

It’s time to replace your windows and doors!

Once you have completed the pre-work energy evaluation of your home, you will receive your Renovation Upgrade Report which should include the upgrade of your windows and doors. You can now schedule the installation and carry out the work.

Note that there is no specific deadline that must be met between the two pre-work and post-work energy evaluations to remain eligible for financial assistance. You can take the time you need to carry out the work and decide when it is the right time for you to request the post-work energy evaluation for your home.

Make sure to KEEP the Energy Star stickers on all your windows and doors until the post-work energy evaluation of your home is done.

STEP 4: POST-WORK ENERGY EVALUATION OF YOUR HOME

When the work is complete, contact your advisor again or call 1-866-266-0008 to obtain the post-work energy evaluation of your home.

You can also obtain the post-work energy evaluation by filling in the web application form. Please note that the form is only available in French.

The Rénoclimat advisor will come to your home to assess the improvements and calculate its new EnerGuide rating.

STEP 5: RECEIVE YOUR FUNDING FROM RÉNOCLIMAT

If you provided all the required information, your cheque for Rénoclimat financial assistance will be mailed to you 10 to 12 weeks after the post-work evaluation of your home.

Your journey with Rénoclimat is complete !
